- The Federal Highway Administration (FHWA) & Department of Public Works (DPW) initiated and completed the Section 106 consultation of the National Historic Preservation Act with the State Historic Preservation Office (SHPO) in accordance with 36 Code of Federal Regulation Part 800 for the proposed project undertaking on March 03, 2025. The agencies completed consultation with a concurrence of “No Historic Properties Affected” determination for the proposed project.
- FHWA & DPW are seeking comments for the proposed project undertaking. Comments can be sent to info@guamtransportationprogram.com no later than July 30, 2025.

The proposed project is to replace/reconstruct five bridges on Route 1 located in Hagatna to Piti. The following bridges will be replaced, Atantano, Laguas, Sasa, Asan #1 & Fonte.
- Preliminary coordination with park agencies, and the SHPO indicates that the project will not adversely affect the activities, features, or attributes that qualify these properties for protection under Section 4(f). Accordingly, FHWA and DPW intends to issue a De Minimis impact determination.
- FHWA invites the public to review and provide comments regarding the proposed De Minimis impact determinations for each identified property described under Description of 4(f) Use & Effects slide (available on guamtransportationprogram.com). The comment period will remain open until July 30 from the date of this notice.
