Traffic Advisory for the Week of August 18-24, 2025

Road Safety Reminder for the Week


Traffic Signal Lights (Flashing/Not Working)

Flashing Red light is the same as a “STOP” sign.
Come to a complete stop at the intersection before proceeding.


Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehicles in the intersection. You do not need to stop for a flashing yellow traffic signal light.


Traffic Signal Light Not Working (Blackout)
When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

Guam Construction Update

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
 
Islandwide Safety Improvements on Primary Roads (Striping and Markings) TO-2:
Route 1 from Route 6 (Adelup) to Alupang Towers – Hagåtña

Pavement striping and marking activities will continue along Route 1, from Route 8 to Alupang Beach Tower, from Monday, 8/18/2025 to Friday, 8/22/2025. Work hours will be from 9:00 AM to 4:00 PM. Intermittent lane closures in both directions are expected during work hours. Motorists are advised to plan accordingly and proceed with caution.

No construction activities are scheduled for Saturday, August 23, and Sunday, August 24, 2025.
 
Islandwide Primary Roads Paving and Pavement Markings TO-4
Route 10 – Chalan Pago-Ordot/Mangilao

Construction activities will continue along Route 10, between the Route 4 intersection and Father Duenas, from August 18–23, 2025. There will be lane closures between 9:00 AM – 4:00 PM Monday-Friday and 7:00 AM – 4:00 PM Saturday. Motorists should expect delays and drive with caution.

No construction activities are scheduled for Sunday, August 24, 2025.
 
Route 4 Paving – Malesso'
The DPW HMC crew will be preparing Route 4 from the Merizo Bell Tower to Hemlani Apartments for paving between 9:00 AM and 3:00 PM. There will be intermittent lane closures. Paving is tentatively scheduled for the following week. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
 
Route 1 Grass Cutting from Adelup to Polaris
The DPW HMC crew will be grass cutting Route 1 from Adelup to Polaris. Work will occur between 9:00 AM and 3:00 PM. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
 
Islandwide Grass Cutting Maintenance Project
The DPW contractor will continue grass cutting at the following locations between 9:00 AM and 3:00 PM, weather permitting:
  • Route 1, Marine Corps Dr (Tamuning/Dededo/Yigo)
  • Route 15 (Mangilao/Yigo)
  • Route 3 (NCTS, Dededo)
The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
