Traffic Signal Lights (Flashing/Not Working)
Flashing Red light is the same as a “STOP” sign.
Come to a complete stop at the intersection before proceeding.
Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehicles in the intersection. You do not need to stop for a flashing yellow traffic signal light.
Traffic Signal Light Not Working (Blackout)
When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

Guam Construction Update
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 10 – Chalan Pago-Ordot/Mangilao
Construction activities will continue along Route 10, between the Route 4 intersection to Tai Road from August 25–30, 2025. There will be intermittent lane closures between 9:00 AM – 4:00 PM Monday-Friday and 7:00 AM – 4:00 PM Saturday. Motorists should expect delays and drive with caution.
No construction activities are scheduled for Sunday, August 31, 2025.
The DPW contractor may continue milling and paving Route 4 from the Merizo Bell Tower to Hemlani Apartments between 9:00 AM and 3:00 PM, weather permitting. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
The DPW HMC crew will continue grass cutting Route 1 from Adelup to Polaris, weather permitting. Work will occur between 9:00 AM and 3:00 PM. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
The DPW contractor will be grass cutting at the following locations between 9:00 AM and 3:00 PM, weather permitting:
- Monday, 8/25/25: Route 17, Cross Island Road
- Tuesday, 8/26/25: Route 10 (Barrigada/Mangilao/Chalan Pago)
- Wednesday, 8/27/25 - Thursday, 8/28/25: Route 1, Marine Corps Dr
- Thursday, 8/28/25 - Friday, 8/29/25: Route 15 (Yigo/Mangilao)
- Friday, 8/30/25: Route 3 (NCTS, Dededo)
