Håfa Adai! The Committee on Education, Libraries & Public Broadcasting will conduct an Informational Hearing on Friday, November 14, 2025, beginning at 2:00 P.M., in the Public Hearing Room of the Guam Congress Building. The agenda is as follows:

The Committee requests that testimonies be submitted at least forty-eight (48) hours before the scheduled hearing.

- Overview of current vacancies for teachers, support staff, and related service providers.
- Discussion on recruitment efforts, long-term vacancies, and staff retention challenges.
- Analysis of turnover rates and exit data for departing SPED personnel.

Impact of Federal Grant Management on Student Services
- Assessment of how the closeout of unused federal grants (e.g., IDEA funds) has affected SPED staffing, programs, and resources.
- Discussion of mitigation strategies to ensure continuity of services for students with disabilities.

Compliance and Operational Health of the SPED Division
- Review of GDOE's strategies to ensure compliance with the Individuals with Disabilities Education Act (IDEA).
- Update on the delivery of services to students requiring one-to-one assistance and other specialized support.

Maintenance, Facilities, and Financial Updates
- Overview of ongoing and planned maintenance and facilities projects, including recent and upcoming financial updates.
