RE: FIRST NOTICE OF JOINT OVERSIGHT HEARING – FEBRUARY 4, 2026
 
Håfa Adai! The Committee on Education, Libraries & Public Broadcasting will conduct a Joint Oversight Hearing on the Guam Department of Education (GDOE) and the Guam Education Board (GEB) on Wednesday, February 4, 2026, at 9:00 A.M in the Public Hearing Room of the Guam Congress Building in Hagåtña.
 
The Joint Oversight Hearing will provide an opportunity for the Legislature, stakeholders, and the public to receive updates and engage in discussion on the following general areas of concern and oversight:
 
Guam Department of Education
            •           Leadership transition and departmental stability
            •           Financial management and fiscal accountability
            •           Facilities maintenance and infrastructure needs
            •           Special education services and compliance
            •           ADA accessibility and compliance requirements
            •           Teacher and staffing shortages
 
Audit Oversight and Accountability
            •           Office of Public Accountability (OPA) FY 2024 Audit findings
            •           Management audit observations
            •           Corrective actions and responses to repeated findings
 
Governance and Community Concerns
            •           Role of the Guam Education Board
            •           Transparency, accountability, and public trust
 
How to Participate: Written testimony may be delivered to the Office of Senator Vincent A. V.
