What Is Distracted Driving?
Distracted driving is any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system — anything that takes your attention away from the task of safe driving.
Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for 5 seconds. At 55 mph, that's like driving the length of an entire football field with your eyes closed.
You cannot drive safely unless the task of driving has your full attention. Any non-driving activity you engage in is a potential distraction and increases your risk of crashing.

Guam Construction Update
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 10 – Chalan Pago-Ordot/Mangilao/Barrigada
Construction activities will continue along Route 10 from April 6, 2026 to April 12, 2026. Contractor crews will be working at various locations along Route 10 throughout the week. Intermittent lane closures in both directions are expected during work hours:
- Monday to Friday, April 6 – April 10, 2026, 9:00 AM – 4:00 PM, (Route 4/Route 10 intersection, westbound for pavement repair)
- Saturday, April 11, 2026, 7:00 AM – 6:00 PM (Route 15/Route 10 intersection for milling and paving)
- Sunday, April 12, 2026, No Work Scheduled. Work may be performed 7:00 AM – 6:00 PM if needed
Motorists are advised to expect traffic delays and plan their travel time accordingly. Please slow down and comply with posted speed limits when traveling through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and drive safely at all times.
General construction activities will continue for the Ylig Memorial Project. These activities will not affect the flow of traffic.
The contractor, Korando Corporation, will be working from 7:00 AM till 4:00 PM on weekdays only. No construction activities are scheduled for Saturdays and Sundays.
Motorists are advised of intermittent lane closures in both directions along Route 17 (Cross Island Road) between Route 5 and Route 4A as Samsung E&C America and their contractors continue pothole repairs and power pole installation. Work will occur between 7:00 AM and 3:30 PM Monday - Friday.
The DPW HMC crew will be grass cutting at the following locations, weather permitting:
- Bush cutting Route 1 in Hagåtña towards Piti
- Bush cutting Route 2A from Pizza Hut to Apac Point
