RE: FIRST NOTICE OF JOINT ROUNDTABLE DISCUSSION – APRIL 14, 2026
Håfa Adai! The Committee on Education, Libraries & Public Broadcasting and the Committee on Child Welfare, Youth Affairs, Senior Citizens, Woman’s Affairs, Disability Services, the Arts, Culture, Historic Preservation & Hagåtña Restoration, will conduct a Joint Roundtable Discussion regarding Special Education Services and Disability Services on Tuesday, April 14, 2026, beginning at 2:00 P.M., in the Public Hearing Room of the Guam Congress Building.
The Joint Roundtable Discussion will provide an opportunity for the Legislature, stakeholders, and the public to receive updates and engage in discussion on the following general areas of concern and oversight:
I. Opening Remarks
· Purpose of Roundtable Discussion: Improve SPED and disability services through policy and legislation
II. Current State
· Status of services
· Key gaps and workforce shortages (DISID, social workers)
III. Key Issues
· Access to services
· Workforce shortages
· Barriers to service delivery
IV. Policy Solutions
· Recruitment & retention strategies
· Interagency coordination (DOE, DISID, GLSC-DLC)
V. Stakeholder Input
· Families, providers, advocates
· Priority recommendations
How to Participate: Written testimony may be delivered to the Office of Senator Vincent A. V. Borja, DNA Building, Suite 502, 238 Archbishop Flores Street, Hagåtña, Guam 96910, or via email to contact@senatorvinceborja.com. The Committee requests that testimonies be submitted at least forty-eight (48) hours before the scheduled hearing.
