What Is Distracted Driving?
Distracted driving is any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system — anything that takes your attention away from the task of safe driving.
Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for 5 seconds. At 55 mph, that's like driving the length of an entire football field with your eyes closed.
You cannot drive safely unless the task of driving has your full attention. Any non-driving activity you engage in is a potential distraction and increases your risk of crashing.

Guam Construction Update
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 10 – Chalan Pago-Ordot/Mangilao/Barrigada
Construction activities will continue along Route 10 from April 13, 2026 to April 19, 2026. Contractor crews will be working at various locations along Route 10 throughout the week. Intermittent lane closures in both directions are expected during work hours:
- Monday–Friday, April 13 – April 17, 2026, 9:00 AM – 4:00 PM, (Route 4/Route 10 intersection, westbound for pavement repairs)
- Saturday, April 18, 2026, 7:00 AM – 6:00 PM, (Route 15/Route 10 intersection, northbound for milling and paving)
- Sunday, April 19, 2026, No Work Scheduled. Work may be performed 7:00 AM – 6:00 PM if needed
Motorists are advised to expect traffic delays and plan their travel time accordingly. Please slow down and comply with posted speed limits when traveling through the work zone. Remain alert for uneven pavement surfaces and temporary steel plates, and drive safely at all times.
TO-03 - Route 1, from Route 27 to AAFB
Weather permitting, construction activities will begin along Route 1, between Route 27 to Iglesia Circle from April 13, 2026 to April 19, 2026. Contractor crews will be working at various locations along this area of Route 1 throughout the week and intermittent lane closures are expected during work hours:
- Monday to Friday, April 13 to 17, 2026, 9:00 AM – 4:00 PM, (Route 1, between Route 27 to Iglesia Circle, install pavement markings and markers)
- Saturday, April 18, 2026, No Work Scheduled
- Sunday, April 19, 2026, No Work Scheduled
Samsung E&C America's contractor will continue repairs along Route 17, Cross Island Road from the Route 17/Route 4A intersection to the Yona Solar Project Site, weather permitting. Work will occur between 7:00 AM and 3:30 PM Monday – Friday. There will be intermittent lane closures in both direc-tions during work hours.
The DPW HMC crew will be grass cutting at the following Route 1 in Piti, weather permitting. Work will occur between 9:00 AM and 3:00 PM Monday - Friday.
The DPW contractor will be grass cutting at the following locations, weather permitting:
- Monday, 4/11/26 – Wednesday, 4/13/26: Route 15 (Mangilao/Yigo)
- Thursday, 4/14/26: Route 17, Cross Island Road (Santa Rita-Sumai)
- Friday, 4/15/26: Route 3, Brigadier General Ben Blaz Highway (NCTS, Dededo)
- Saturday, 4/16/26 – Sunday, 4/17/26: Route 16, Army Drive (Harmon/Barrigada) & Route 8 , Purple Heart Memorial Highway (Barrigada/MTM)
- Sunday, 4/17/26 – Tuesday, 4/20/26: Route 10, Vietnam Veterans Memorial Highway (Barrigada/Mangilao/Chalan Pago)
Work will occur between 9:00 AM and 3:00 PM. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
