DYA Reschedules Governor’s Summer Youth Employment Program Dates Following Typhoon Sinlaku
Hagåtña, Guam – In response to the impacts of Typhoon Sinlaku on families across the island, the Department of Youth Affairs (DYA) has announced revised dates for the 2026 Governor’s Summer Youth Employment Program (GSYEP).
GSYEP Childcare Application
GSYEP childcare applications will now be accepted in person from May 8 to May 15, 2026, Monday through Friday, from 8:00 a.m. to 5:00 p.m. Applicants must submit completed application packets at the same DYA Youth Resource Center where the application was obtained.
To complete an application, participants must submit all required forms and supporting documents, including identification, authorization forms, and a completed health certificate application. Applicants are encouraged to ensure all documents are prepared in advance to avoid delays.
The Government of Guam GSYEP application release and acceptance dates will be announced at a later time. The program is currently scheduled to run from June 15 through July 24, 2026. Additionally, the deadline for Government of Guam host agency registration has been extended to May 4, 2026, at 5:00 p.m.
Physical exams and PPD/TB Testing
DYA is coordinating with the Department of Public Health and Social Services (DPHSS) to finalize updated schedules for physical exams and PPD/TB testing, particularly for applicants experiencing insurance coverage issues. Additional information on testing dates and locations will be announced through local media and DYA’s official channels.

At this time, several DYA phone lines remain inoperable due to storm-related disruptions and are pending restoration, including:

Childcare Application Requirements
Applicants must submit all required documents listed below as part of a complete application packet:

Completed 2026 GSYEP application form.

Applicant photo ID (e.g., Guam ID, driver’s license, passport, or recent student ID) — copy enlarged to 8.5" x 11".

Copy of Applicant’s birth certificate.

Copy of Applicant’s Social Security Card or Taxpayer ID — copy enlarged to 8.5" x 11".

Copy of parent/guardian photo ID — copy enlarged to 8.5" x 11".

Completed BCCS Consent for Disclosure of Client Information form.

Completed Guam Police Department Authorization form.

Completed Authorization for Certificate of Search (Court Clearance) form.

Completed Health Certificate Authorization Letter form.

Copy of the completed Health Certificate Application (see Health Certificate instructions below).
Health Certificate Instructions

Applicants and parent/guardian must complete page 1 of the Health Certificate Application before obtaining a physical and PPD/TB test.

For first-time institutional applicants, mark “INSTITUTIONAL” and “NEW APPLICANT.” For renewals, mark “INSTITUTIONAL” and “RENEWAL APPLICANT.”

Pages 2 and 4 must be completed and signed by the medical professional who performs the physical and PPD/TB test.

DYA requires a copy of the completed Health Certificate Application with the packet. The Department of Public Health and Social Services (DPHSS) Division of Environmental Health (DEH) requires the original with the physician’s signature; DYA will notify selected applicants when to submit the original to DEH.
