Request for Information (RFI) OIPD RFI-26-001
The Office of Infrastructure Policy and Development (OIPD), under the direction of the Office of the Governor of Guam, is seeking information from interested and qualified entities regarding broadband-related solutions, services, technologies, and activities that may support broadband connectivity, digital infrastructure, and related technology initiatives throughout Guam.
This Request for Information (RFI) is intended to identify organizations with the capability and experience to support broadband deployment, network resilience, cybersecurity, defense and national security communications, workforce development, digital skills training, digitization, telehealth connectivity solutions, artificial intelligence applications, community connectivity, and other efforts that improve access to reliable high-speed internet service for Guam’s residents, businesses, community institutions, and government entities.
The purpose of this RFI is to increase OIPD’s awareness of potential providers, technologies, partnerships, and implementation approaches that may be relevant to future broadband-related opportunities. Responses will assist OIPD in evaluating solutions that are scalable, resilient, secure, sustainable, and appropriate for Guam and the broader Western Pacific region.
OIPD is particularly interested in innovative and cost-effective approaches that strengthen broadband infrastructure, enhance network reliability and security, expand digital opportunity, support workforce readiness, improve access to health and assistive technology services, leverage emerging technologies such as artificial intelligence, and maximize the long-term benefits of broadband investments.
This RFI is issued solely for information-gathering and planning purposes. It does not constitute a solicitation, funding opportunity, request for proposals, or commitment by the Government of Guam to issue an award, enter into an agreement, or provide funding of any kind.
Information submitted in response to this RFI may be used by OIPD for market research, planning, program development, and other administrative purposes. Submission of a response does not create any preference, qualification, or advantage with respect to any future procurement, funding opportunity, or program administered by the Government of Guam.
Interested entities are encouraged to submit information regarding their qualifications, relevant experience, proposed solutions, and potential applications within Guam’s broadband ecosystem.
RFI Response Period:
This RFI will remain open for a period of ninety (90) days beginning June 20, 2026. Responses must be received no later than 5:00 p.m. ChST on September 17, 2026.
OIPD may review responses as they are received and reserves the right to extend, modify, or close the RFI period at its discretion.
