RFP 24-008: For Lease Development of Guam Ancestral Lands Commission Property: Titan Cliff Line, Guam

ANNOUNCEMENT

The Guam Ancestral Lands Commission (hereinafter referred to as “GALC”) via its property manager, the Guam Economic Development Authority (hereinafter referred to as “GEDA”), is issuing this Request for Proposals (“RFP”) for an Exceptional Term Contract for the lease of property along the Tiyan Cliff Line, Municipality of Barrigada. The property consists of approximately 13,712 square meters in two contiguous parcels (the “Property”). The Property is located across from the Consolidated Transportation Services, Inc. (CTSI) freight forwarding facility, overlooking Tamuning and the Philippine Sea. The Property has potential for commercial or industrial use as it is located within proximity of the A.B. Won Pat Guam International Airport. The proposed Laderan Tiyan Parkway will be located in close proximity to the Property. If required, the offeror will be allowed to pledge the leasehold interest in the Property to secure financing. GALC intends to award a lease of the Property for a term of up to fifty (50) years with options to renew for up to an additional forty-nine (49) years to allow a prospective developer(s) to invest in the Property and profit from its investments. Such terms will be subject to negotiations based primarily upon the amount of time required by the lessee to satisfy financing requirements and recover and profit from investments. If a term of more than five years including extensions is proposed, the lease will require approval as an Exception Term Contract by the Guam Legislature pursuant to Public Law 34-99 (Section 5127, Chapter 5, Title 5 Guam Code Annotated). In submitting a proposal in response to this RFP, offerors signify that they acknowledge and understand this requirement.

ANNOUNCEMENT

The Guam Economic Development Authority (“GEDA”) CEO/Administrator is soliciting proposals from one or more qualified firm(s)/individual(s) whose principle focus will be to provide professional consulting services in the areas of real property development and management to generate jobs, revenue and economic activity including the implementation of opportunity zones, management of real property assets, return of federal land, and coordination and management of capital improvement programs and projects that support economic growth and, analyze and develop strategies to reduce or eliminate local or federal regulatory burdens on land development to assist residents and businesses, particularly local and small businesses by evaluating trends and issues, ascertaining local business concerns, requirements and opportunities and presenting strategies to decision-makers subject to the availability and certification of funds at the discretion of GEDA.

ANNOUNCEMENT

The Guam Economic Development Authority (“GEDA”) is issuing this Request for Proposal (RFP) for Professional Hospital Consulting Services to provide a report that documents future health care needs of the local and regional population and assesses organizational structures that would enhance the operation, fiscal health and medical services offerings of GMH following trends in the healthcare industry and local and federal laws and regulations governing the provision of health care services. This report will help inform the initiative to construct and operate a new hospital and medical campus.

RFP-DPHSS-FY2024-001 - Electronic Death Registration System (EDRS)

ANNOUNCEMENT

The Department of Public Health and Social Services (DPHSS), Division of Public Health (DPH), Office of Vital Statistics (OVS) in conjunction with the Epidemiology and Laboratory Capacity (ELC) Program is requesting for proposals from qualified organizations for the following Software as an Electronic Death Registration System (EDRS) Software as a Service (SaaS) solution. Project funding for the EDRS SaaS is provided by the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention, Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases Cooperative Agreement No. 6NU50CK000531-02-08/03-01 and the National Center of Health Services (NCHS) Vital Statistics Cooperative Program (VSCP) Special Project 2019-Q-34509.
