RE: FIRST NOTICE OF PUBLIC HEARING – October 30, 2025

Håfa Adai! The Committee on Education, Libraries & Public Broadcasting will conduct an upcoming Public Hearing on Thursday, October 30, 2025, beginning at 8:00 A.M. at the Public Hearing Room in the Guam Congress Building.

The Committee will hear and accept testimony on the following:

1. Doc. No. 38GL-25-1335 – The Appointment of Carl E. Torres II to serve as a Member, Guam Education Board, Parent Representative of a Student Currently Enrolled in DOE, Three (3) Years; From Date of Confirmation
2. Bill No. 199-38 (COR) – AN ACT TO ADD A NEW §27027 TO CHAPTER  27,  TITLE  17,  OF  THE  GUAM  CODE  ANNOTATED RELATIVE TO ADDING A LIFETIME TEACHING CERTIFICATE FOR EXPERIENCED EDUCATORS ON GUAM
3. Bill No. 200-38 (COR) – AN ACT TO AMEND § 12112 OF CHAPTER 12, ARTICLE 1, TITLE 17, GUAM CODE ANNOTATED, RELATIVE TO REQUIRING THE GUAM ACADEMY CHARTER SCHOOLS COUNCIL TO REVIEW AND APPROVE ALL CONTRACTS, MEMORANDA OF AGREEMENT, MEMORANDA OF UNDERSTANDING, AND SIMILAR BINDING AGREEMENTS ENTERED INTO BY ACADEMY CHARTER SCHOOLS, TO ENHANCE OVERSIGHT, ACCOUNTABILITY, AND COMPLIANCE WITH PUBLIC FUNDING REQUIREMENTS.

How to Participate: Written testimony may be delivered to the Office of Senator Vincent A. V. The Committee requests that testimonies be submitted at least forty-eight (48) hours before the scheduled hearing.
