Earlier today, the Office of Public Accountability (OPA) released the results of an investigative audit on the Guam Department of Education’s overtime (OT) payments previously paid. OPA’s investigative audit identified internal control deficiencies which led to OT payments to ineligible employees and raised concerns about the approval process and OT payments at GDOE. ... Moving forward, GDOE will ensure stricter compliance regarding local and federal law with greater adherence to guidance from the U.S. Department of Education, GDOE legal counsel, and GDOE consultants. GDOE’s corrective actions are also part of GDOE’s transition plan that was previously submitted and recently approved by the U.S. Department of Education. The plan has been in effect since April 1, 2023. GDOE believes that these corrective actions will address the OPA’s findings and will work together with the OPA and the Attorney General’s Office for guidance on more potential corrective actions.

Guam Education Board Member Maria Gutierrez Elected NASBE Western Area Region Director At the October 26-29, 2022 National Association of State Boards of Education (NASBE) Conference held in Phoenix, Arizona, elections were held for the seven-member board. Four members are area directors and three members are officers. Guam and sixteen other states and U.S. territories are in the Western Area. It is a pleasure to inform the Guam Department of Education and our stakeholders, that Ms. Maria Gutierrez was elected unanimously to serve as the Western Area Region Director on the NASBE Board for a two-year term!

The Guam Department of Education (GDOE) would like to remind stakeholders that parent-teacher conferences (PTC) for elementary, middle, and high school students begins this week. There will be no classes on the days each school level is scheduled to have PTC. The schedule is below: ● Friday, October 21, 2022 - Elementary/Head Start PTC ● Monday, October 24, 2022 - Middle School PTC ● Wednesday, October 26, 2022 - High School PTC In preparation for PTC, schools and teachers have already started contacting parents and guardians about specific information and guidance in scheduling a session for parent-teacher conferences. Should parents and guardians have any questions, they are encouraged to contact their child’s respective school. The conferences provide an opportunity for parents to discuss each child’s progress and ways to meet each child’s unique educational needs. Parents and guardians are encouraged to take advantage of this PTC opportunity.
