Office of Infrastructure Policy and Development to announce the official release of our Initial Proposal, Volume 1, as of today. This release follows the recommendations provided by the National Telecommunications and Information Administration (NTIA), and is aligned with the guidelines set forth in the Broadband Equity, Access, and Deployment (BEAD) grant, under the Notice of Funding Opportunity (NOFO). We are inviting public commentary on this proposal over a span of 30 days, concluding on November 30, 2023. Our office would greatly appreciate your contributions during this public comment period. Please direct your comments to our office via our website: broadband@guam.gov. Please find Volume 1 of the Initial Proposal for your review and consideration. Your valuable feedback will contribute significantly towards refining and enhancing our proposal, ensuring it effectively addresses the infrastructure needs while adhering to the stipulated guidelines. The Office of Infrastructure Policy and Development (OIPD), under the direction of the Office of the Governor, is establishing a list of qualified vendors who can provide innovative and cost-effective proposals for utilizing the Broadband Equity Access And Deployment (BEAD) Program that Guam received. The federal government allotted over $156.8 million to our island in line with a nationwide initiative to bring affordable high-speed internet for all, and we aim to ensure that these funds are employed effectively and judiciously. (https://www.internetforall.gov/) The primary objective of the RFI is to pull together a list of qualified vendors interested in competing in future BEAD grant funding for resilient, scalable, secured, affordable, high-speed, and sustainable broadband solutions relevant to this region in the Western Pacific. Our interests include broadband solutions that enhance broadband access, ensure equity, and optimize the deployment of federal resources.
